-Super Admin: Access to everything. This is Vantage Level
-Bank Admin: Access to all Build tools within their organization.
- Create other bank admins. The organization admin can create another bank admins. This admin would NOT view any other items without other item banks being shared to this individual. The admin can view tests created by other admins within the organization.
- Create users. Users cannot create banks. Users can view reports (item analysis) report for assessments delivered by this organization. Users can be assigned to bank permissions.
Bank Permissions
- Admin: Access to edit, delete, and assign bank permissions. (Note: Users can be made admins of a bank, but would not be able to create their own banks.)
- Author: Access to add, edit, delete items and content.
- Viewer: View-only access to items and content.

Attributes narrow the access to users and associated data within the organization.Use Case . Proctor and Reporter both have the Site attribute called Miami Dade. The examinees imported also have the Site=Miami Dade. The proctor and reporter would only view user and associated data for Miami Dade examinees.
